I’m not sure that I understand your question – it seems that it implies what percentage of effort should be allocated to project management compared to the project total effort within IT industry. If this is your question, there is no standard and there can be none, as each project is different. For some projects just 1 hour might be enough (to update planning documents from a very similar project), for others you could spend weeks planning (if you never did that type of project before) – and in both cases the project execution effort be the same.
If the underlying question in your post is “how much project management is enough?”, the answer is that it depends on project complexity. I personally favour a complexity assessment for projects that takes in account each knowledge area as well as the overall complexity, and tailor how much effort I dedicate to plan based on the complexity and importance of each area within overall project.
