Please let me say there are some mistakes (as far I understood) into your statement. 1-WBS has not timeline into it. So, sombody is mixing things. 2-Just in case you have an schedule wich contains 91 subschedules you are in trouble. What you have is a program and the best way is to create an schedule for a program, link the schedules for each project to the schedule to the program, and maintained it in separate way. What you stated is about quality. Deliverables has quality attributes that you have to take into account. Each document you create must achieved these quality attributes:
a) Correct;
b) Unambiguous;
c) Complete;
d) Consistent;
f) Verificable;
g) Modificable;
