should the risk department be responsible for writing a project management policy

Generally the PM policy would come from whomever is responsible for providing oversight for project delivery. For example, with my current client (a large bank), the EPMO was the owner of governance & standards and those were aligned back with the policy which they wrote.

Risk would likely be a stakeholder contributing to and reviewing the final policy, but they'd usually not hold the pen.
