All deliverables need to be inspected? Not necessarily. If you are using statistical sampling, then you would only be validating certain items within the population. And you are using statistical sampling, then you would define those standards within the Quality Management Plan. You could then technically state that you are describing the subset of deliverables that will not be inspected.

Now granted I've spent time using Lean and Six Sigma methodologies where sampling is necessary.

Out of curiosity is this a practice question you pulled from somewhere or did you write this yourself.

I can present compelling arguments for C or D to be correct.

Quality Metrics is a project document, not a component of Quality Management Plan: so I believe the right answer is C.

Having a Team that regularly Submits and Receives Approved PQP's to/from Major Clients like the Royal Commission and Saudi Aramco, I must inform you that all of the above are included within the latest ISO 9000 (14?) formatted PQP.

The Plan is all inclusive.......

Project QA Manager shall evaluate all purchased items where any of the following conditions apply. From level 1 to level 4 all inspect able material will be verified by SA approved 3rd party inspector at manufacturer premises with the release of IR/IRC. Once material will be arrived at Azmeel site yard, then SA approved material receiving qc will raided RFI & will inform SAPID to inspect material. After acceptance of material receiving RFI, material will be paced in site yard & will be logged. More details are given in below Vendor inspecting Procedure.(7.4.1)
Inspection of quality characteristics cannot be verified during subsequent processing or would require destructive testing
Inspection is necessary to verity that specific processes, tests or inspections required by the supplier were adequately accomplished
Inspection at any other point would destroy or require the replacement of costly packaging materials
Amendments to the purchase orders (PO) shall be processed in the same way as the original with reference made to the original PO.
