Can anyone be project manger?

Some people, who is project manger, almost his experience is in construction or on the field if he has a good character with lack of standard or knowledge of project management. Some PM doesn't respect his team to keep his power, and doesn't know the PM ethical and habits, and some PM doesn't know the record management system some PM doesn't know the conflict mangement...etc. Can any engineer like planning engineer or cost engineer or QS engineer with has qualified and certified in project management and risk management to be PM if he has like these requirements?

You can be at the right time and right position to grab the opportunity but if you do not skill and qualify yourself, you will crash. Knowledge of PM is essential (systematic approach) but also communication and working with people and stakeholders will be the other side of the challenge.

Some people should never be a PM.

You can have the PM skill set, but do you have the ability to lead a team leveraging your PM skill set. That is the question you need to ask yourself. Project Management is about planning and working with people. You need to love to wok with people. Be respectful and get respect.
I agree with you, one of the most important things involved with PM is working with people and above all, communication, you have to love challenges and dealing with lots of different points of view, of course, not all the people have that in their veins

Good project managers are team oriented and quickly establish effective working relationships with their team members.

I couldn't agree more :) Anyone can be given the title, but not everyone can be effective.

Definitely not. Project Manager is a job which requires certain skills but also personality fit. It’s the same as we would question if everyone can be a developer once you learn how to code. No.

Everybody has the potential to be a PM. At the start of the journey, there is no physical or mental threshold.

Of course, as with every discipline, it requires application, endurance, and a thirst for learning more. To abuse the old cliche, becoming a PM is not a destination but a journey.

I agree with everyone who highlighted personality and soft skills. I think to be an effective PM you need to be able to be a good follower, servant-leader, and leader.

The definition of "can" is "be able to" or "be permitted to". Projects can range from building a space station to installing a letterbox. Assuming someone communicate and has a reasonable degree of cognitive ability (ie. from young children up) and the opportunity to actually embark on a project, then anyone can be a project manager.
