Some people, who is project manger, almost his experience is in construction or on the field if he has a good character with lack of standard or knowledge of project management. Some PM doesn't respect his team to keep his power, and doesn't know the PM ethical and habits, and some PM doesn't know the record management system some PM doesn't know the conflict mangement...etc. Can any engineer like planning engineer or cost engineer or QS engineer with has qualified and certified in project management and risk management to be PM if he has like these requirements?

Anyone can but not everyone knows how.

Being a good PM takes more than having certifications. I know some people in person who hold the PMP since a few years and they do not know how to do an estimate or run a project. At the end of the day, luck might get your foot in but not for very long. In the project management profession, it doesnt really take much to figure out if a PM is good or not.

Yes, I believe so.

As several colleagues state in this threat, not everybody who says so is a project manager today. I agree fully. Just having a certification or basic training is not sufficient.

But if you
1. develop your leadership capabilities and
2. continuously learn about PM methods and techniques and
3. apply both to real life situations and learn from them,

you eventually will become a project manager, better over the years.

Some people should never be a PM.

You can have the PM skill set, but do you have the ability to lead a team leveraging your PM skill set. That is the question you need to ask yourself. Project Management is about planning and working with people. You need to love to wok with people. Be respectful and get respect.
Totally agree.

No, I don't think everyone has the right personality to become a project manager. Just like other job positions, project management jobs require a certain skill set. People with good leadership and communication traits are best suited for this role for effectively guiding and working with a team. Project managers also need to have good problem-solving skills and time management skills.
