I think Perform Integrated Change Control is the better option. Because we have managed the change control process through third party company whether changes are approved or not. Saving Changes...

As per your question is related to option 2, which is Risk Management, but before there should the risk management plan should be prepared and all risks are identified in risk register. Then, as per your question is related plan risk response, which is Transfer strategy and the risk is negative, because, there are unapproved change requests!!!

Good question. Answers 2 and 3 are not Processes. Start at beginning and work down. We have an EEF - EXTERNAL would be considered a constraint in Charter. We hire during Initiating - lobbying firm - and we have a new stakeholder who we hope will keep our SCOPE INTACT throughout the Project. BEST ANSWER would be 1 Perform Integrated Change Control (Inputs include EEF's and Change Requests which we don't want if they result in SCOPE change). Answer 4 focuses on how we are going to manage all of our "plans" - not applicable in this instance.

I would say it is a risk mitigation but it is also controlling changes so would be part of the change control Saving Changes...

Harish - If it is assumed at the time of planning, it is to considered as risk. However, during the execution of the project it is realized that lobbying is required, it is considered as issue resolution.
As it happens in any issue, it may lead to change. In such a case, it will be like integrated change control.
In the absence of more information, it can safely be assumed to be an example of Risk Management. Saving Changes...
