Good question. Answers 2 and 3 are not Processes. Start at beginning and work down. We have an EEF - EXTERNAL would be considered a constraint in Charter. We hire during Initiating - lobbying firm - and we have a new stakeholder who we hope will keep our SCOPE INTACT throughout the Project. BEST ANSWER would be 1 Perform Integrated Change Control (Inputs include EEF's and Change Requests which we don't want if they result in SCOPE change). Answer 4 focuses on how we are going to manage all of our "plans" - not applicable in this instance.

As seemed, the project is probably in the early stages of developing Project Management Plan and in that cost and risk management parts are under deliberations. Since the government approval/ involvement is mandatory to be considered (as risk) for the project, therefore, hiring a lobbying firm is a logical move to get government support for the project so that future changes can be prevented in your project in the documented manner. The outcome of this effort will certainly help PM in efficiently incorporating both the Cost as well as Risk plans while developing Project Management Plan. My answer is 4 (despite it is not a process but it initiates a lot number of processes in the projects)
