I was asked to design project how to improve one layer of systems health
We’re to start I never done it my back ground is physician

Do you know any project managers or can get access to one? There's a lot to get use to if you have never done a project before, so knowing someone you can get access to ask ongoing questions might help.

A simplistic approach would be to:
1. Visualise the end objective of the project
2. See where you are currently
3. Estimate the activities that need to be conducted to get you from point A to point B
4. Estimate the cost of performing these activities
5. Estimate the schedule in which these activities can be realistically completed

But there is a lot that is assumed - or that can be missed - with the above approach. Sante's advice seems to be the most potent approach.

You need to have the scope as clear as possible .. what exactly you want to achieve .. Karen put it already in simple first point. But you still need someone to help as you go.
