Can the PMO be a Program Manager at the same time?

Can the PMO "Project Management Office" be a Program Manager or vice versa at the same time in terms of roles and title?

If you mean the head of a PMO and if that PMO is a "Program Management Office" established as a temporary entity to oversee the successful delivery of a program, then sure.

If it's a permanent PMO then while this could happen, it's likely not a good idea given the complexity and distinct activities/accountabilities of the two roles.

There are different types of PMO's that can be set up. The P M and O can stand for a variety of things. In our office it is Planning Management and Oversight.

So As Kiron stated it depends what the role of the PMO is.

The business unit where you can find project managers, program managers and portfolio managers is the PMO (project management office) and the EPMO (enteprise project management office). While is not a happy name (the reasons are because the history) all that the PMI name "project management" is about project/program and portfolio management. Beyond that, you can find other names. For example, my place is "Process, Transformation and Innovation Office".
