Power–Interest Grid Close ongoing attention from the Department for Transport, HM Treasury, Local Authorities and Local Communities (see table 5) needs to be provided for high power - high interest groups to manage conflicts and avoid disruptions. Regulators are a high power-low interest stakeholder and need to be satisfied by compliance driven engagement, to avoid delays with approval. NGOs and Local Businesses (low power - high interest groups) are kept informed for the purposes of transparency, to avoid significant opposition. Low power-low interest stakeholders are only monitored on a passive basis, for the emergence of any risks. Table 4: Stakeholder mapping Power / Interest Stakeholders Engagement Strategy High Power – High Interest (Manage Closely) Department for Transport, HM Treasury, Local Authorities, Local Communities Continuous engagement, active collaboration, decision involvement High Power – Low Interest (Keep Satisfied) Regulatory Authorities (e.g. Natural England, Historic England) Regular updates, compliance reporting, targeted consultations Low Power – High Interest (Keep Informed) Environmental NGOs, Local Businesses, Advocacy Groups Transparent communication, public consultations, feedback channels Low Power – Low Interest (Monitor) General Public (outside project area), Media (neutral) Periodic updates, passive communication
