Regulators are a high power-low interest stakeholder and need to be satisfied by compliance driven engagement, to avoid delays with approval. NGOs and Local Businesses (low power - high interest groups) are kept informed for the purposes of transparency, to avoid significant opposition. Low power-low interest stakeholders are only monitored on a passive basis, for the emergence of any risks.
