Issues and Considerations When Selecting a Delivery Method - Significant trend to non-traditional delivery methods throughout the world
- Cost and delivery/schedule certainty concerns can drive selection process
- Essential to first determine owner’s priorities for a project before evaluating which delivery method, for example:
- Schedule
- Access to funding
- Innovative technology and systems involved in project scope
- Risk position/appetite of the project owner
- Community and local business considerations
- Local construction marketplace capacity
- Current assessment of local marketplace and capabilities
- Internal (owner) staff readiness and knowledge of methods and inherent issues
- Relationship with project stakeholders
- Timing and owner ability re: decision making
- Risk assessment of project related issues – geotechnical and subsurface conditions, permitting and other regulatory considerations, land and ROW, funding, community and abutters
- Procurement and Contract Documents will need to be developed based on owners’ risk posture and industry lessons learned
- Status of project funding/financing
Project Delivery Method Determination - Assessment and Analysis of a multitude of issues, factors and considerations required prior to determination of optimal delivery method
- Results and Benefits experienced by others are not necessarily “transportable”
- No advocacy for any one method… each project is different with a varying sets of owner priorities and pressures
- Complete or absolute Risk Transfer not required or suggested
- Major risk considerations in any contract/delivery method
