Project Baselines - Establishing and Managing

When to baseline a project is pretty clear. Typically you set the initial baseline for the project when the project schedule has been defined and all resources assigned. Instances When You Would Re-Baseline A Project or Tasks In A Project What are some criteria/techniques to use when determining when a NEW baseline should be established for a project or in other words when a project should be re-baseline? If the overall variance of the project schedule is 25% or greater from the baseline, then examine the problem, determine correct actions, then re-baseline the project.
