A No-Nonsense, Functional PMO Framework

Project frameworks are relatively easy to find--even if you have never seen one before. You can get the “classic” or standard project methodology from the internet on most project management websites. There are frameworks for program and portfolio management, too.
 
What about a process framework for a PMO? Does the PMO have a straightforward lifecycle or process flow? Is there a simplified framework for defining the work that is done in a PMO? I have seen a few approaches and each have had their pluses and minuses. I set out to assemble a PMO process framework by borrowing some of the things I liked, and build some parts that I thought were missing until I had everything that was needed for a typical PMO to get things moving out of the gate.
 
For a primer on this lean PMO framework, let’s get right into it.
 
Demand Management
The lean PMO framework starts with processing all of the incoming project requests to the project management organization. Demand management is the systematic procedure of categorizing, qualifying, quantifying and processing inbound requests for new projects.
