Mantra for 2009: Making Do With Less

It is tiresome listening to economists and business analysts go on about 2009’s grim technology outlook. How many times do we have to be reminded that the gross domestic product--the broadest measure of the nation’s economic activity--posted its biggest loss in seven years, and that the unemployment rate is inching up toward 7 percent, and that more layoffs are expected? All of the above are to be expected in a down economy. And it’s not like we haven’t experienced hard times before.
 
Let history serve as our guide. Remember the historic dot.com boom and bust years? Those years pale in comparison to the full-blown recession of 1982 (officially recorded as two back-to-back recessions from 1980), when unemployment hit 10.8 percent. So things aren’t nearly as bad as many people think. From time to time, a slow economy is good for organizations and government because it forces them to expend more energy on innovation and creativity so they can be competitive.
 
The reality is that CIOs are going to be cutting budgets severely this year. And the cuts could be drastic--one consultant speculated between 25 percent and 40 percent. One survey said that half of CIOs are looking to cut consulting services, 35 percent want to reduce computer and server expenses, and 23 percent want savings on software.
