1. Regarding Slide 18, is there a way to identify stakeholders in three tiers?
Identifying Tier 3 stakeholders can be rather difficult in the early stages of a project or change initiative, mostly because the initiative is still in the “conceptual” phases and the exact solution design has not yet been developed. Thus, while you may have a general idea who your Tier 3 stakeholders are at the beginning of the project, once the more tangible elements of the design takes shape the easier it will be to determine who in the organization (or even outside the organization) will be impacted.
One method that I use is a Change Impact Analysis. Look at what is being done today, what is being changed and how things are slated to operate in the future state. Look at the processes and roles that are being impacted, and from there you can deduce who your Tier 3 stakeholders will be. Remember, the E1 approach “cascades” over time. Thus, it is most important (and easy) to identify your Tier 1 and Tier 2 stakeholders before you are able to fully identify your Tier 3 stakeholders.
2. Once a project is underway, how can Tier 1 success be necessary for success of Tier 2?
