The Project Management Office as a Competence Center for Managing State Programs
Abstract
The Republic of Kazakhstan, as a developing country, continues to grow and develop and considers questions of using project management principles when realizing state and regional programs. This paper describes the current situation in Kazakhstan regarding applying project management tools and techniques, both in the sphere of public administration and business. The author suggests the PMO model as a competence center for realizing projects within the state and regional programs of Kazakhstan.
Introduction
The Republic of Kazakhstan is situated at the heart of Eurasia and is the world’s ninth largest country. At the moment, Kazakhstan is implementing a large-scale project titled “New Silk Road” that envisions the revival of the country’s historical role as the major bridge between the two continents. It is also planned to transform the country into the largest business and transit hub of the region.
The president of Kazakhstan, in the State Address of December 14, 2012, gave an impulse to developing project management in the country saying that “modern management tools and techniques and corporate management approaches should be implemented in the state sector” (President Administration of the Republic of Kazakhstan, 2012).
