Why Stakeholders gets all worried just before Project Closure?

Sometimes it is so hard getting a sign-off just because a Project Sponsor is scared of losing the project team, even after all tasks are completed. He/She could have been mostly absent in most part of the project, but when sign-off is mentioned, it is a different story.

In case of client organisation the Project closure is very critical due to its handover from Projects to Operations departments, and the nos. of complaint Projects receive from Operations during closure.
Documents and financial closure is quite cumbersome and challenging. No one wants to takes responsibility so easily and smoothly, no matter how clearly you define the scope in large projects,there are still some grey areas which can only be addressed by collaborative approach from all stakeholders.

At close out project, as per in the contract and as per the management there should be take acceptance deliverable, then make close procurement like submitting final settlement certificate, As built drawing, submitting O&A documents, maintenance, warranty certificate...etc.. There are a lot documents to close the project and take final payment.

After that, archive all lessens learned. Finally release the project team. The team does't know what is next??
