Have you checked within your own company for templates, standards or the artifacts from past projects as I'd expect a company like Vodafone to have some OPAs for this purpose already.

Without knowing the specifics of your program, the constraints on it, and the change appetite and ability of your client, I doubt anyone could provide you with detailed guidance...

I second Kiron with that.. It is really hard for anyone to help you without a lot of details.

Templates are nice, and can be very helpful. But templates at program level? You really need to look at what exists within the organization, and if none do, or some don't, start creating them.

Actually I wanted to have an general idea(sample reports, graphs) at program level where there are multiple work streams busy in delivering final product that how releases-big/small are reported(type/nature of reports for levels) to broader audience/stakeholders, what should be the content etc.

Things require at high level.
