In pmbok 6 edition ,there is a new register called lessons learned register ,so my question is what is the deference between it and lessons learned which exist on OPA ? Saving Changes...

One change was to incorporate a knowledge mangement area. Inside OPA you could have lessons learned. Those are maintained into a project knowledge base. The way you record lessons learned is inside the Lessons Learned Register.

Lessons Learned is the "what". Lessons Learned Register is the tool to register Lessons Learned. Inside OPAs you have Lessons Learned registered inside the Lessons Learned Registered and it will be part of the knowledge base system (where system is not software system)
It is my understanding that the Lesson Learned Register is a live document that is updated as the project progresses. When the project/phase is complete, the Lessons Learned Registry becomes an OPA which is called the Lessons Learned repository. Saving Changes...

The way I see it the new PMBOK is stressing out that Lessons Learned is a continuous process, by having a register. It is not a one time exercise. Saving Changes...
As my recent webinar would suggest, I consider the term Lessons Learned to be an oxymoron as only rarely are the lessons truly learned. If they were, we wouldn't be re-learning them on every new project!
Having said that, the LL register is a means of capturing identified lessons over the life of the project and at the end of a phase or the overall project, after some appropriate scrubbing and curation has been done, the "to be" learned lessons get added to the OPAs.
