In pmbok 6 edition ,there is a new register called lessons learned register ,so my question is what is the deference between it and lessons learned which exist on OPA ?

Lessons Learned is the "what". Lessons Learned Register is the tool to register Lessons Learned. Inside OPAs you have Lessons Learned registered inside the Lessons Learned Registered and it will be part of the knowledge base system (where system is not software system)
