Looking for information on training engineers to write good implementation plans

We are really tightening down our change management process. One of the hardest pieces is getting our engineers to fully understand how to write a good implementation plan. Are there resources that you've used to do this?

Having a good implementation plan template with some guidance helps but also does having easy access to lessons from past projects.

Finally, make sure there's a good QA process for the implementation plan and the right stakeholders are engaged to review & signoff on it.

In essence;implementation should in as much as it is a project stage have clarity of purpose,go hand in hand with planning & estimation to ensure that there is work/process flow.These not only ensure successful project completion but also limit project-implementation related risks which would certainly inflict on the global budget.
In terse,ensure that what is on paper is feasible on ground else it would be easier said than done...just like the biblical verse "words without action is dead" so the entire project would be.

I have found content issues are best resolved when the approach mandates “Visualization”. For instance, if a Life-Cycle needs to be represented, then it should be show visually and words should be used to speak to the visuals. This approach provides context and challenges the writer to address the larger picture of concern.
