I'd say the Project Team. While other stakeholders are consulted while compiling Lessons Learned it's the Project Team's responsibility to compile them

D. The stakeholders. You may have s stakeholder not directly part of the team but is impacted either upstream or downstream and can provide valuable inputs to fortify what went well or opportunities to improve. The project is bigger than the team.

When gathering lessons learned you want to include everyone. Therefore, stakeholders is the best answer because it is all encompassing.

Some more explanation...

I looked at the question and tried to understand the RASIC. I can see that Stakeholders can support or be consulted for certain lessons learned, however they are not the ones who will actively lead and complete the lessons learned exercise. It is the Project Team which will have to carry it out while working on or during the closure of specific project.

Hence my answer was "The (Project) Team".

The team are stakeholders, and often when doing LL, you need to get feedback from other stakeholders (customer, vendor, SME's, sponsor) who can provide valuable input to LL.

I believe its the stakeholders because this already includes the Project Manger, team and sponsors.
There may also be some other stakeholders involved who have valuable feed back which can be useful to other future projects.
