Too much/too ineffective a process can be as frustrating as having no process at all. I think organisations should constantly be managing and optimising their processes under a OPM/CMMI type approach, though though those approaches can sometimes lead to excessive red tape themselves by clumsy implementations. I suggest using Measurement as the first stage to combat this, and in time consider expanding this into a full Lean internal project. Define a KPI for a key pain-point and track performance through it e.g. time to complete startup up secure a resource; use operational definitions and process mapping to ensure you are measuring this consistently. This can then form the basis for a Business Case to work on improving this process as it will ultimately save the organisation time and money. Saving Changes...
