It sometimes feels like two steps forward, then one step backwards. How do you deal with bureaucracy and red tape?

Not well :) I have little patience for bureaucracy for the sake of bureaucracy. Especially when it is followed by "that's the way we have always done it".

True Kevin. I've had a few failed projects due to red tape.

Having personal relationships with key people can do wonders in helping cut through much red tape. Also, having people come to rely on the favors you do for them can convince them to hurry matters along, lest you stop going out of your way on their behalf.

Make friends with the most influential person around and you would do wonders!

Eric/Serena, I agree, having good relationships with influential people goes a long way.

Too much/too ineffective a process can be as frustrating as having no process at all. I think organisations should constantly be managing and optimising their processes under a OPM/CMMI type approach, though though those approaches can sometimes lead to excessive red tape themselves by clumsy implementations. I suggest using Measurement as the first stage to combat this, and in time consider expanding this into a full Lean internal project. Define a KPI for a key pain-point and track performance through it e.g. time to complete startup up secure a resource; use operational definitions and process mapping to ensure you are measuring this consistently. This can then form the basis for a Business Case to work on improving this process as it will ultimately save the organisation time and money.

As eluded by Eric, building trust through relations develops a level of influence to help cut through when/as needed. Otherwise it is what it is and in that case, promote a perception to help satisfy as much as possible.
