In a mega project with different sub-projects managed by different project managers, is there a need to do a close out report at the end of each sub-project or should there be one closeout at the end of all the sub-projects. Closeout is usually done at the end of a phase or project. In your case, where there are multiple projects aimed at achieving the overall objective of an organization (mega project), having individual project closeout will be the best thing. That will give stakeholders enough insight into the program/portfolio performance and assist in strategic decision making.

Both are needed but the level of detail and the content will vary between the component project closeout reports and the overall program closeout report.
