“If we could change ourselves, the tendencies in the world would also change. As a man changes his own nature, so does the attitude of the world change towards him. ... We need not wait to see what others do.” - Gandhi

or, if you are a fan of bumper stickers, “Be the change you wish to see in the world.”

Meaningful change can only come by exhibiting the behavior and actions you want to see in others. You can't legislate honesty and integrity if you are lying and engaging in dirty deals.

Of course, I assume you a speaking from a lower position on the totem pole, much like my own position. Fighting against a large behemoth when you are somewhere in the middle of the chaos contained in the behemoth can seem pointless. My only tip, exhibit the behavior and stress the behavior around you. You may not see progress, but hopefully, over time, you can influence others around you. Maybe those others can influence the people around them, spreading cultural change like a virus through the system.

You change culture one person at a time. I'm a firm believe in the saying "the culture of any organization is shaped by the worst behavior the leader is willing to tolerate" so it is crucial to have leaders at all levels modeling expected behaviors.

You don't change culture. The people within the organization change their culture, and culture changes them. But you can send a few sparks into the fire. They need to understand why a change is needed, they need to desire that change, and they need to commit to the process of change.

Mostly forgotten is the fact that culture is the perception and understanding people that works inside the organization have about running business. Business runs becasue the execution of process and policies. So, the first thing to do, is to understand that perception and understanding, mainly the first, are subjective matters. To change culture the first thing to do is working on perception and understanding about organizational process and policies.
