When is a Project Manager not a Project Manager ?

In some cases the project manager doesn't have the authority to manage project resources and budget, if so why we blame him if the project goals not achieved.

on the lighter note we can blame him for for choosing to be the project manager of the project while knowing that he will not have any authorities..

If he hasn't a good experience, doesn't his roles and responsibilities as well and doesn't know the management procedures!!!! So, he doesn't deserve to be PM!!!

That's why influence & persuasion are key competencies of an effective PM. Our role is to convince authority-wielding stakeholders to make the right moves which will be in the best interests of our projects and organization...

I agree Kiron. As Project Manager we should be able to convince our stakeholders and take a right move. Thats where our leadership capabilities come into picture.

Well, as a Project Manager, not always will you get luxury to select the resources or define the budget. How efficiently does the project manager handle the project with the constraints is what matters. Identifying the constraints, recording it as a risk, publishing it to the stakeholders, showcasing the talent triangle is what a good project manager is all about. Success or Failure should not matter provided the project manager plans and executes the projects with the given constraints.. Applying, following and managing the systematic processes is what matters. If these were not followed, the Project Manager has to take up the responsibility for the failure. What do you think?

No it is not required. As a Project Manager, you might not own the resources rather plan their duration and release them to the pool. It happens.

I have seen that in many small companies in Middle East where the owner interfere in everything and will give no power to PM...

I fully agree with you Kevin. It's been a culture here that in order to preserve the relationship between Owner and Contractor, and to secure future Contracts, the PMs usually accepts what the Owner has to say.

However there is a thin line between PMs agreeing right on vs. another PM who tried asserting his stand and failing in the end.
