Depends on if you want a blog or just an article. If you just want to publish one article - Knowledge Shelf: https://www.projectmanagement.com/Knowledge-Shelf/. They have their guidelines on that page. It can be a bit of a process, they review it, couple weeks later it can be up if they accept it.
