None except the PMO is introduced as a new physical business unit after making strategical analysis. To add some information this is an activity that belongs to business analysis and you can find it inside the standards. PMO or any other type of buisness unit has sense just in case the organization decided to define project/program/portolio management process as components of its strategy and then decide to put them into a new physical unit. PMO can benefit an organization immensely because ultimately you need PMs/PgMs/SMs to be able to deliver your projects optimally.
1) Align strategic business goals with delivery - Collaborating with business/product owners for getting that roadmap which lays the path for the team.
2) Ensuring that we have best practices (Agile, Kanban, waterfall etc.) to suit the business that you are in.
3) When projects are not prioritized properly, everything fails or you are just playing catch up all the time - This is something you only notice when it isn't there! Team and company morale goes down! Saving Changes...
