One sets the bounds of the project, vs the bounds of the team. Team charters are less common, but should not be dismissed. I have had significant push back in the past over creating a team charter. The project charter defines the project and is an agreement between sponsor and project manager. There is always a project charter, even if it is not in writing.
A team charter defines how a team works together, it is part of the team culture. It is an commitment of each team member to the others. I found it works well jf the team charter is developed by the team themselves. Saving Changes...
The first is a formal, signed off document whereas the latter is usually not signed off, but is developed and accepted by all team members. I prefer the term "team working agreements" as that focuses more on what the artifact represents.
