Aligned with business and strategy of organization.
( sometimes the project is executed for a certain function manager or for a certain department but not aligned with business and strategy this is not a successful project)
It has been done for personnel issues.
Actually I know some project(s) in my organization have such, because the absence of vision,mission and some functional managers need to show they run a lot of projects for their benefits.
