A new project management magazine has been launched last month (htts://pmmagazine.net) with a the following question about the Project Management tools on the cover.
Most projects are done in the context of an organisation. Many organisations demand common tools for projects, in order to standardize, increase transparency for management and improve resource sharing. A PMO would typically be involved in tool selection and support.

I already mentioned some of them before: WBS, Network Diagrams, Ganttcharts - I've worked on many construction projects and not a single time, we did not use those.

Agree with the general consensus that you do not need to have or use every tool n every project. Since the basis of any project is some type of schedule this is definitively something you will have on every project. So for every project you will use some tool and techniques to define and manage a schedule. Saving Changes...
Anton is right regarding the Time management tools.
Moreover, I believe that every project should have a core tools to manage/track the project baseline including (Time management, Scope Management, and Cost Management) to insure a proper motoring & control of the project.
