Methodologies are fixed or defined at an organization level but project teams need to tailor these standards to the needs of their projects. Profiling a project to understand where it falls on that continuum between totally predictive and totally adaptive is a good starting point and then letting the organization's policies, the context of the project and the culture and maturity of the team drive how prescribed or self-organized the team can be with tailoring their approach and specific practices.

I go with Kiron where organizations adopt a certain methodology. If not, then assess your project environment, examine your experience rucksack, and chose the one that fits best.
You have some excellent comment here. What is the methodology used by the enterprise and your project context should drive the choice.
Unless your project has a different context you should be using a methodology similar to the corporate choice.
