I will go back to an old saying that I learned in my military days.
PRIOR, PLANNING and PREPARATION, PREVENTS, P"SS, POOR PERFORMANCE.
Plan, Plan ,Plan it helps the project get off on the "right foot" also get better at properly defining the scope of the project.

I assume you're not talking about the quality of the project results here but about the quality of the project process in terms of efficiency and effectiveness. Do periodical project reviews to learn where you can make improvements. Anticipating by learning from the past.

The best way to achieve this is via build-in integrity, regular PDCA cycles and quality accountability within the team, not coming from without.
