My question has two parts :
1) Can anyone help me explain, who is Risk Register owner?
Risk identification responsibility lies with all the Team Member and Stakeholders.

2) How is Risk owner identified.

Generally speaking, risk owner is the person who should keep an eye on the risks and try to address them. It can be ranged from an operator to the business owner.

Thanks for your response,

My question is who is risk register document owner , not who owns a particular risk.

There can be multiple owners. You may have a risk register used for multiple projects like an Excel file with separate worksheets for each project. That database may have a single owner, while the PM owns the content of their individual project/worksheet.

In my experience the responsibility for keeping the Risk register updated and accurate falls with the PM however, providing input to the Risk register must be a responsibility of all team members. In my experience, it is a struggle to have the risks documented so personally make it a point to follow up with the key team members to ensure the Risk info is documented.
