Stakeholder definition

A stakeholder is "an individual, group, or organization, who may affect, be affected by, or perceive itself to be affected by a decision, activity, or outcome of a project"

My doubt is that Can an entity that has a strong influence on a Project Stakeholder (but directly not impacted by the project) be made a stakeholder to the Project? If so under what category?

If you look at the definition you will find the word "affected" instead of "impacted". It is very important because the next step after identify stakeholders using the definition is to clasiify them into a matrix to define the strategy to be followed with them. To create that matrix you can use different things and one of them is "impact" (for example, power/impact matrix or influence/impact matrix) or more than one. I like to use influence/impact so I think it covers your question. Here comes a brief about an article I wrote time before and was published by the IIBA and the PMI as "best practice". Hope it helps:

Yes, affection may be direct or indirect. If it is strong enough compared to other stakeholder's affections, also an indirect stakeholder should be 'managed'. This means identified, analysed, prioritized, maybe engaged, monitored.

As usual, it depends. If while doing stakeholder analysis the team is concerned about this "stakeholder behind the stakeholder", then yes, you'd likely want to analyze them and figure out how best to engage them, but in most cases you are likely focusing on those who are either impacting or impacted by the project.

As Kiron said, it depends on project organization and people around this projects. After identified all them, they would be classified them due to impact and influence to make a plan how to manage and engage them!!!! Refer to PMBOK to stakeholder mangement
