Identify Stakeholders: Inputs & Outputs

In the PMBOK chapter 13.1 Identify Stakeholders it has listed in figure 13-2 under Inputs as communications management plan and stakeholder management plan.
They are both also listed in the outputs.
My questions is, are they not outputs of the Plan Stakeholder Engagement under Planning Process Group as opposed to Identify Stakeholders under the Initiating Process Group?
Certainly, the information is gathered during the identify stakeholder process but it isn't fully realized as a plan until you complete the next step which is Plan Stakeholder Engagement?

To further clarify, figure 13-1 does not have them listed as inputs or outputs to the identify stakeholder process.

Hi Dina,

You can see p508 of the PMBOK 6th edition (paragraph below the graph) that the Identify stakeholder process occurs for the first time prior to or at the same time as the project charter is developed, under the Initiating, but is repeated as necessary.

The first run of the Initiating won't deal with any management plans as they don't exist, in fact, you wouldn't put any effort in producing any planning documentation at this moment as the project is not fully authorized.

Though, it is likely that the next time you will use the Identify Stakeholder process in your project will happen while you are iterating the planning process as you may identify new stakeholders (for example while working on the WBS). You may have then to update the communication and engagement plan for these new stakeholders.

Remember that PMBOK processes are iterative and many of the information inputs or outputs are progressively elaborated through the execution of multiple processes.

Some of these you will use and some you won't. There is no prescriptive formula for using inputs and outputs, only what makes sense for your project.
