What is a healthy percentage of contractors in an Agile Team?

Most of the PMs (in Australia) are contractors. In a Scrum team of 7-9 what will be a good balance between contractors and permanent staff?

Depends on the content of the backlog, the competencies of the full time staff in the organization and the commitment of the company to having long-lived teams.

Ideally, for those skill sets required for long term sustainability of core products, knowledge transfer will happen from contractors to full time staff.
