Can a project be managed without tools?

"Individuals and interactions over processes and tools".

Of course that a project can be managed without using any laptop/tablet or specialised software. It was done for hundreds of years.

What will be the challenges for a digital PM team?

I personally worked on many "projects' where no formal PM practices were implemented. Some were widely successful and others not so much. Unfortunately, I see modern PM principles more about creating and adhering to processes and associated approvals rather than focusing on what makes projects successful in the first place. For example, projects within our organization typically take 10 plus years to complete. We are consumed with project "approval" documents and the associated processes but the end results are not any better than they were 25 years ago. Don't get me wrong, we need a PM framework, and methodologies, but PM for PM's sake is a colossal failure IMHO.
I agree with Steve :) That's one of the reasons of the success of Agile in software development (hence it is one of the 4 core values). A very dynamic process needs a different governance. There is nothing wrong with frameworks, the issue are the people. Because of lack of knowledge, fear of change, fear of losing their job etc very cumbersome governance processes with a lot of sign offs by a lot of people were created.
Very interesting from the enterprise perspective, Agile in manufacturing is relying on tools, like any other progress seen before. Unlike the Agile chaos in software development , in manufacturing agile was combined with lean to ensure good cost/benefit. Tools are needed, otherwise we will still hunt barehanded. The proof that even Agile (as described in the Manifesto) needs tools is the emergency of DevOps and SAFe.

Yes project management is an age old practice so no fancy tools are required as such. For that matter our brain is also a tool ... may be I am thinking aloud

Yes, it can. Consider that all the wonders of the ancient world were built without MS Project, Excel, or any modern project management tool.
