During project execution stakeholder power generally not change. But Interest can vary time to time. as Some stakeholder may have some other priority over project today and next time again changes.
So how to engage stakeholder in this situation? And what should be best strategy?

I can wirte a lot about that including I have published two articles in PM Network. But the thing helped me a lot is a method named SPIN Selling or Solution Selling for working with stakeholders from start to end. It is a selling method, I am not a seller, but I was trained on that and I find it can be applied to stakeholders management for example. It works for me. You can search into the internet and you will find free material.

Identifying key stakeholder is very important since they will cause major influence to the project. Things are changing everyday. If there is any news or information that influences the change in stakeholders, the Project Manager should aware in advance. The information can be received by any channels for example from PM themselves connecting to people or project team members etc. Saving Changes...
I wouldn't generalize that stakeholder power doesn't change - what happens if a key stakeholder gets promoted or gets elected to a position of power?
Stakeholder engagement is conducted throughout the life of a project to ensure that stakeholders who can impact the project maintain the desired level of interest. The specific strategy depends on the nature of the project and the stakeholder themselves - for example, in some cases it could be regularly meeting with the stakeholder to share the progress or accomplishments made by the team.
Maintaining the stakeholder register is one of multiple such iterative activities performed over a project's lifetime by the team and illustrates how PMBOK Planning process group processes will be performed more than once.

Yeah, it is one of the challenges we may face. I believe that we (as project managers) better manage the case with min. change requests, however, we may need to follow the change procedure. Saving Changes...

Yes, you are right. Because I was in charge of LATAM Pre-Sales Division in the past while I am not a seller I was trained into three selling methods: SPIN Selling, LAMP, Power Base Selling. Each one is about to sell something to diferent levels. I used it for things like stakeholder management, requirements elicitation and other things. SPIN Selling, when you read it, you will find that is a very usefull method to selll the project and mainly to demostrate the value to stakeholders, in fact becuase using it you will achieve that they will say how valuable it is.
