Stakeholder engagement

During project execution stakeholder power generally not change. But Interest can vary time to time. as Some stakeholder may have some other priority over project today and next time again changes.

So how to engage stakeholder in this situation? And what should be best strategy?

Stakeholder register can change multiple time during project but how these changes will take place?
