We have communities of practice, however to have regular formal meetings is a significant time commitment, especially for the person running the meetings. If you do not ensure they are consistently valuable, you will lose your attendees very quickly. I have seen online forums used for this, but as with any web based comment board, the inputs and timing between comments are highly variable.
While continuous learning is always a good thing, you are most likely to get the most commitment during periods of high organizational change. Once you have gone from Storming to Norming, many people start to see less value in self improvement and instead take the attitude that what they have now is "good enough".
