Governments using PM framework?

I want my government client to use a PM approach for energy sector reform. Does anyone have examples using PM framework to drive a reform program? Reform program is legal, regulatory, economic, with many donors involved and other stakeholders. What about promoting PMP certification for government employees? Any and all ideas and examples are appreciated.

start with short training sessions. Then select the talented people and inspire them to continue this as a career. You really need to create PM culture rather than have a number of PMP certification holder.
