During Initiating one of the process 13.1 Identify Stakeholders inputs is the Project Management Plan that is actually created during the Planning Stage, so generated later! So what should you use during initiating?

Hi Antonio, during the initiating process you would mostly use the project charter/ business documents which should contain information about your stakeholders and their interest in your project/ product. The Identify Stakeholders is a repetitive process throughout the life of the project and it can get confusing how would you use the " entire" Management Plan in the very early stage.

Alina good morning
I agree with you Mahabubur and Suman!
Identify stakeholders is no doubt a keystone of any business plan, like for instance the initial risk analysis and during the initiating phase of the project (Project Charter and Identify Stakeholders) we must use the Business documents (plans) as you mention!
What I cannot understand is how the project management plan that is generated after the initiating phase can be used as an input in the Identify the Stakeholders (initial stage). Having said this I agree and share 100% that identifying Stakeholders is an repetitive process that flows throughout the life of the project!
But in my humble opinion it should by and large be place with the rest of the planning activities and leave the initial identification for the Business Plan! My opinion!

Stakeholders identification takes place throughout the project as needed. This process (Identify Stakeholders) repeats at the beginning of each phases of a project and if a change takes place in the project or in the organization levels. Actually project management plan comprised of different components integrated from other processes. Among those "communications management plan" and "stakeholder engagement plan" may sometimes need to be consulted and updated as part of "Identify Stakeholders" process. Hope these helps.

I agree with Alina & Mahabubur comments. The Stake holder inputs plays Vital role in driving the project through the entire cycle of Project.Below key assets are required in driving & they have there own priorities & deployed periodically as the Project kick starts.
-Classify Stakeholders.
-Develop
-Power/Interest Grid
-Define Power
-Define Interest
Develop the Stakeholder Engagement Plan

As Alina indicates, the charter might contain preliminary stakeholder information or a first cut at the stakeholder register, but this process like most of the others in the PMBOK framework are iterative and expected to be repeated over the life of the project.

Kiron I agree - but my question is in fact how you can use a (input) document (in the first iteration) that is only generated after?

The key is that not all process inputs are used every time you run a process. The very first time, there will be no PM Plan so of course it could not be used, but once the PM Plan has been developed, it will be used in future iterations.

@Antonio: see the explanation in page 509. As you mentioned the project plan could not be created at this time (for example when this is the first process you run into your defined project life cycle) but if just is the case then you have to start to create it by including all related to stakehodlers management in this case. This was a hugh debate when the actual version of PMBOK was created.
