First, I doubt Rita made that statement as she passed away a decade ago, but the authors of the guide likely are indicating that team building should happen regularly over the life of a project and not just a couple of times. Like recognition, if there isn't an ongoing commitment to it, individual motivation and how well the team gels will suffer.

Team building should happen often as needed. The frequency depends on where the team is at in the Tuckman Model, how they are performing, if new members joined and also depends on the PM's intelligence but as a general statement, it is important that team building activities take place.

A relevant discussion indeed Zaid which is often overlooked.
There are increasing trend that people are more health conscious, food allergies cases are rising, the list goes on... I don't believe the example quoted is relevant anymore in this era but this is just my opinion. There are many other ways for team building which comes at no or little cost like peer walking at lunch break, etc.
I don't know about others in the community, but if senior executives themselves are going along the theme of ‘who’s paying’ then, why should normal employees need to feel bad about not bring goodies to the team! :-) Again this just my opinion...
