What are the different types of stakeholders in construction projects?

I am working on my projects stakeholder register. I would like to understand what are the different types of stakeholders in construction projects. Please share your experience.

The stakeholder in a project can be divided into :

Internal Stakeholders to the organization, who are the team members of the project or those who provide for the financing of it.
External Stakeholders like the people affected by the project in some significant way.

In the majority of projects from the construction sector there will be a lot of stakeholders and the diversity of its nature and demands will produce a conflict of interests. If we are able to identify as many stakeholders in a construction project, the construction industry should be able to manage their expectations in a proactive way from the first moment of the project. You can use the Power–Interest Matrix, which puts them in groups depending on their level of power and interests with respect to the result of the project. Like risks, there are multiple methods of identifying stakeholders. As a starting point, I'd recommend interviewing the sponsor and core team leads to find out which stakeholders they are aware of and also look at the stakeholder registers (if available) from similar construction projects done by your company in the past.

For construction projects, external stakeholders would include:

- Regulatory/compliance stakeholders - e.g. health & safety inspectors, building inspectors and so on
- Citizens affected by the construction - e.g. nearby neighbours, current tenants
- The local municipal government and its associated utilities
- Any third-party contractors or sub-contractors you might be using
- Potentially competitors of your company if they perceive an impact from the project

I agree with @kiron, probably if you peek a old construction project most of the Regulatory/compliance stakeholders are the same if the construction is on the same area. So this could be a good starting point, nevertheless context counts, as the location various so the stakeholders.

A very simple approach that normally is easy to be follow is that there are internal and external stakeholders and following a two phase registry simplify things.
So is easier to start make the stakeholder registry based in the internal stakeholders, after that step proceed to identification of external stakeholders with help of expertise of the internal stakeholders. As example the financial or procurement department
could help you to identify the potential stakeholders or the legal department could help you to identify stakeholders that are involved in regulatory or legislation compliance or consult the existence in the official entities of environment or historical associations that could impact or project.

To discover external stakeholders in complex projects normally i make analogy with the PESTLE analyses and dig in each area what group, person or entity may impact or be impacted by the project, to be sure that i cover all possible areas.
