In European Union, according with GDPR - General Data Protection Regulation, information related to persons only can be transmitted to third parties with consent of them, the same is not applied to comercial or industrial entities, so be careful where do you get that lists.

Typically you would use a CRM for this if you are serious about expanding your client base. Some of the features you might find in a CRM that will help you are social media connector, newsfeed integration, and email marketing. Using the information you get from their social media or news feeds are then used to determine how likely they are to be in the market for a product and/or service. This allows you to pursue leads with a higher score thereby investing your efforts where you are most likely to succeed.
PS. You could also look at clearbit.com. It works best when integrated with a CRM but you could manually get all the information you need for a prospective client.
