I'm looking for web-based tools (preferably for free) to manage projects of different size and regarding different sectors

To be clear, are we asking for web-based project management tools or web-based agile tools? What specifically is the need? Gantt charts, assignments, Kanban, etc.?

"Best" or not will depends on how it best fits for your defined project management process. Azure DevOps fits for the recently defined project management process in my work place.
