There must be at least 7 people who can be part of the chapter constitution project
It is necessary to contact PMI because, to create a chapter (before it will be a prospect) you will have to fulfill a set of requirements, including legal requirements (referring to your country)

That is a really great initiative, Ahmad. I can't say I know the specifics, though would think reaching out to PMI is a good start. I'm sure they can tell you the steps required in starting this chapter.
